State environmental control is carried out by central and regional inspections of the Central Authorized Body in the field of environmental protection. They need qualified specialists, that is, trained state environmental inspectors, so that they can carry out their control and supervisory activities.
Environmental inspectors, being civil servants, in accordance with the legislation on public service, are certified upon appointment and execution to an administrative position.
The training of inspectors is carried out mainly through seminars conducted by the central authority and its regional structures. International environmental organizations, design institutes, and specialized agencies also contribute to this cause. However, they include only a small group of inspectors. To compensate for these shortcomings, the proposed textbook has a special place.
